RTO Standards Amendments: Game-changer for Educators & Aspiring Professionals!

 

Effective Date: 1st March 2024

As of March 1st, 2024, significant amendments have been implemented to the Standards for Registered Training Organisations (RTOs) 2015 bringing with them sweeping transformations for both Secondary School teachers and aspiring professionals entering the training and assessment domain.

For educators and newcomers alike, it’s imperative to grasp the implications these changes may have on their educational journey and their ability to enter the industry. Brace yourselves, for what lies ahead may pleasantly surprise you!

Empowering Secondary School Educators

For Secondary School teachers holding credentials from higher education providers meeting the registration requisites in any State or Territory, the path to TAE certification just got smoother.

Effective March 2024, someone will now be eligible to train and assess if they hold:

“a credential issued by a higher education provider (as defined by section 16-1 of the Higher Education Support Act 2003) which would enable the individual to satisfy the academic requirements for registration as a secondary school teacher in accordance with the registration requirements in at least one State or Territory, and one of the following credentials or the successor to one of the following credentials: 

i.  TAESS00011 / TAESS00019 Assessor Skill Set

ii.  TAESS00024 VET Delivered to School Students Teacher Enhancement Skill Set” 

What does this mean for you as experienced educators? If you meet the criteria for qualified Secondary School teachers, a simple attainment of a Skill Set (TAESS00019 or TAESS00024) results in you becoming eligible to train and assess in the VET sector!

Yes, you read that right – no full Certificate IV in Training & Assessment required. This marks a victory for experienced Secondary School teachers seeking recognition of their expertise and skills which are transferable to the VET sector.

However, do note that despite these amendments, some RTOs may still insist on a full Certificate IV in Training & Assessment depending on internal policies.

 

Opportunities for individuals working under the supervision of a trainer (Clause 1.18)

Entering the VET sector has long been a challenge for aspiring professionals. The strict requirements that come along with actively advertised job opportunities often act as stumbling blocks, deterring countless individuals who are unable to fulfill job prerequisites in a timely manner.

Fortunately, new amendments to Clause 1.18 are set to remove these hurdles.

“Clause 1.17
Where the RTO, in delivering training and assessment, engages an individual who is not a trainer or assessor, the individual works under the supervision of a trainer and does not determine assessment outcomes.

Clause 1.18

The RTO ensures that any individual working under the supervision of a trainer under clause 1.17:

a) holds a training and assessment credential specified in Item 6 of Schedule 1, that is relevant to the learner cohort which the individual is involved in training and assessing, or is actively working towards a training and assessment credential specified in item 8 of Schedule 1

b) has vocational competencies at least to the level being delivered and assessed

C) has current industry skills directly relevant to the training and assessment being provided.

 

1 Part 1, Glossary Insert: ‘Actively working towards means an individual is enrolled in, has commenced, and is making satisfactory progress toward completing within two years of commencement, a specified training and assessment credential.’”

 

This change holds immense promise for industry newcomers, enabling them to work under supervision as they progress towards attaining their full TAE Certificate IV in Training & Assessment.

It alleviates the burden on individuals with extensive experience in their own field, allowing them to share their expertise while acquiring the necessary skills to become trainers, thus breaking the age-old cycle of needing certification to secure a training position, yet requiring significant time to obtain it.
